Transportation
OUR MISSION:
To provide safe, secure and efficient transportation to and from school for all students residing in our district.
SAFETY & SECURITY:
See our School Bus Safety webpage for information on what Pinelands is doing to ensure our students have a safe and secure ride to and from school.
TRANSPORTATION EFFICIENCY:
All Pinelands school transportation is arranged through contracts with bus vendors and/or through shared service agreements. Pinelands does not own a school bus fleet nor does it employ school bus drivers and/or aides.
For the 2015/2016 school year, Pinelands ranked Third in Ocean County for transportation efficiency, guaranteeing taxpayers the lowest possible transportation costs.
Bus Routes & Stop Assignments
The student's primary residence is used to determine the closest bus stop and bus route assignment.
For shared custody situations, the parent identified as PRIMARY in Pinelands student database will determine which residence should be used for transportation. Multiple bus stops for multiple residences is not permitted.
Moving to a new address?
Need for your student to ride the bus to and from school based on a different address than the student's primary residence?
For the 2018/2019 school year, the primary vendor providing transportation for Pinelands High School and Junior High School students is Durham School Services.
All Durham school buses are equipped with Zonar's Ground Traffic Control software, which allows Durham and Pinelands to monitor activity while on the road and to further ensure equipment safety.
Students are requested to be at their bus stop ten (10) minutes in advance of assigned pick-up time. Similar to public transportation, bus pick-up times will vary for reasons such as changes in traffic, substitute bus drivers, unforeseen accidents and/or road construction, or even something as simple as the bus not hitting any red lights on a particular day. Please allow up to ten minutes both before and after the assigned pick-up time.
The District understands that it may be raining some mornings and that winter mornings can be very cold. Please furnish your student with an umbrella and warm clothes so he/she can safely wait at the bus stop.
For safety reasons, once the bus door is closed and the bus is in motion, the driver is not permitted to stop. A student arriving at the stop after the bus door has closed cannot be allowed to board the bus.
New Jersey law requires a bus driver to activate the warning lights of the bus at least 200 feet before the stop. This is not possible once the doors have closed. If your student misses the bus, you will be required to provide transportation to school.

Elementary School Students
Pinelands Regional School District has shared service agreements in place with Bass River, Eagleswood and Tuckerton Elementary Schools to supply student transportation to those schools.
For the 2018/2019 school year, Pinelands has contracted transportation for the elementary schools through Durham School Services.
Pinelands follows the elementary school districts' procedures for student transportation.
Bass River requires a parent or responsible adult be present at their child's assigned stop for end of the school day drop-off for KINDERGARTEN STUDENTS ONLY.
Eagleswood requires a parent or responsible adult be present at their child's assigned stop for end of the school day drop-off for PRE-K and KINDERGARTEN STUDENTS ONLY.
Tuckerton requires a parent or responsible adult be present at their child's assigned stop for end of the school day drop-off for KINDERGARTEN STUDENTS ONLY.
If your elementary school student is in Grade 1 or higher and you do not want your student dropped off without a parent or responsible adult present, please complete the Elementary Student Drop-Off Form.
Please report any harassment or bullying issues on the bus directly to your student's school of attendance. The school principals are responsible for school bus disciplinary action.
All elementary school transportation requests must be submitted to the student's school of attendance. Pinelands defers to the elementary school administration for approval/denial of any transportation request.
Please contact your student's elementary school to determine their weather closing and/or delayed opening process.
Late Bus Information
Pinelands Regional School District will run courtesy late busing at 5:00pm for this the school year.
These buses consolidate several stops into only four routes, and as such, the stops may differ from a student’s usual stop and may be a further distance from home than a student’s regular bus stop.
Different students may use these buses on different days. Please keep in mind that because of this, the length of the route and the amount of time a student is on the bus for may vary.
It is the student’s responsibility to let the bus driver know what stop they are going to be getting off at.
The late buses are run as courtesy busing for the community. Seating is run on a first come, first serve basis. Seating is not guaranteed.
If Pinelands is on a half day schedule, late buses will be made available depending on availability and need. This will be made at the discretion of the school administration. Please check with your coach or club advisor for any specific information.
Students are expected to behave in a proper manner on the bus. All school and transportation rules apply. Students who exhibit inappropriate behavior on the bus are subject to disciplinary action and may lose their bus privileges.
Students are required to wear masks on the bus. Students will also be required to get a bus pass to fill out from their coach, teacher, or club advisor to give to the bus driver each day they ride the bus. We are doing this to be able to see who is riding the bus each day to help us with contact tracing.

Report Safety Concern
School bus safety is everyone's responsibility.
Please submit School Bus Safety Form to report any of the following school bus safety concerns:
•Bus drivers engaging in dangerous activity (tailgating, ignoring traffic signs or signals, texting while driving, and so on);
•Dangerous conditions at bus stops;
•Buses exhibiting maintenance problems;
•Anything else you see that causes you to worry about the safety of students.
NEW JERSEY MOTORIST LAWS:
The driver of a vehicle approaching or overtaking a school bus that has stopped to receive or discharge any child on an undivided road, must stop not less than 25 feet from the bus and remain stopped until such child has entered the bus or exited and reached the side of the road and until a flashing red light is no longer exhibited by the bus.
If the driver of a vehicle is on a divided road approaching from the front a bus that has stopped to receive or discharge a child, the driver must slow his vehicle to not more than 10 mph until the vehicle has passed the bus and any child that may have disembarked from the bus.
School Bus Driver Communication
The Pinelands School District requires that all bus drivers possess the qualifications and communication skills necessary to perform the duties of the position, and must comply with the rules set forth for drivers in all federal, state and local regulations including, but not limited to, the Omnibus Transportation Employee Testing Act, N.J.S.A. 18A:39-17 through 20 (background check) and tuberculosis testing. The bus aide also must possess the qualifications and communication skills necessary to perform the duties of the position, and must comply with the criminal background check and tuberculosis testing as prescribed by law.

Many parents enjoy conversing with the bus driver when their students are picked up in the morning or dropped off at the end of the day, especially to see how their students are making out on the bus ride to/from school. Please be considerate of other students and parents, and keep these conversations to a minimum. Although our drivers enjoy talking with parents, the longer the conversation, the further behind the driver becomes on their route, which then impacts how long other students and parents must wait for the bus, and how late the bus may arrive at school.

Bus drivers are not permitted to stop at any location other than authorized bus stops. Kindly do not ask the driver to stop at unauthorized locations. Cooperate with the school in limiting the number of bus stops, particularly since more stops have a greater potential for accidents and cause students to remain on the bus for longer periods of time.
Please do not discuss transportation concerns with the bus driver or the aide. Instead, please use one of the following, as appropriate for your need:
Pinelands Harassment - Intimidation- Bullying Website
Transportation Change Requests
For parents of students transported out of district, please contact your student's case manager directly with any transportation concerns.
If your student is experiencing any harassment or bullying issues on the school bus or at the bus stop, please contact the school principal or HIB counselor.
To ensure the safety of all students, parents, guardians and/or the general public are prohibited from going on the bus without the permission of the bus company and Pinelands Board of Education. Bus drivers are instructed to radio dispatch to contact the police should any unauthorized person attempt to board a school bus.
PLEASE DO NOT GO ON THE BUS!
School Bus Evacuation Drills
School bus evacuation drills are as important a part of the school program as are fire drills to evacuate a school building. There is an urgent need, due to the increased number of pupils being transported, as well as ever-increasing number of crashes on the highways, to acquaint students with their roles and responsibilities. Pupils need to know how to properly vacate a school bus in case of an emergency.

To ensure student safety , school bus evacuation drills are completed a minimum of twice a year for all buses contracted through Pinelands Regional School District.
Frequently Asked Questions (FAQ's)
My spouse and I have shared custody of our son/daughter. How does Pinelands handle shared custody transportation?
Per school policy, for safety reasons and due to limited seating availability, students may only be assigned to one bus route and one bus stop. The student may not use a different bus stop on different days even if on the same bus, to ensure he/she does not accidentally go to the wrong home on any given day. The bus stop is based on the domicile of PRIMARY residence, as noted in the school's student record, and based on N.J.A.C. 6A:22-3.1.
Can I ride to school or home from school on my friend’s bus if our parents write a note to the bus driver?
Per school policy, for safety reasons and due to limited seating availability, students may only ride on their regular bus and to the bus stop assigned. Please do not contact the bus company or the bus driver to request transportation changes, as they do not have the authority to approve these requests. Bus assignment changes are approved only in the case of emergent or urgent need, for long-term temporary address changes, or due to unanticipated safety risks encountered at an assigned bus stop. For more details, please see the Transportation Change Requests webpage.
My son/daughter is working with other students on a school project together and would like for the others in his/her group to ride the bus to our house to work on the project together. We can do that, right?
The primary responsibility of Transportation, with regard to school bus routing, is to see that all students entitled to transportation have one bus assignment for their daily ride to and from school and that all bus assignments are done in a way as to provide seating for all students. Changes to school bus assignments for a day – as you described – is strictly prohibited.
My son/daughter was walking down the street to the bus stop, but the bus pulled away leaving him/her behind. Why didn’t the driver wait?
Students are requested to be at their bus stop ten minutes in advance of assigned pick-up time. To ensure the bus remains on schedule, drivers are instructed not to wait for any student not yet at any stop. For safety reasons, bus drivers have also been instructed not to stop once the bus is in motion and leaving a stop. New Jersey law requires a bus driver to activate the warning lights of the bus at least 200 feet before the stop. This is not possible once the doors have closed. If your student misses the bus, you will be required to provide transportation to school.

Why was my son/daughter dropped off so far from his/her regular bus stop during heavy rains and flooding?
Some Pinelands students live on roads that flood during high tides and/or inclement weather. For students living on these roads, Pinelands will make every effort to pick up and drop off the students at their regularly assigned bus stop. However, if tidal or weather conditions render these roads impassable for buses, the bus will drop off/pick up students at the next closest alternate stop possible. Please be prepared to use the alternate bus stop in the case of road flooding.
My son/daughter attends an out-of-district school, with transportation provided by Pinelands. If Pinelands closes due to weather, but my son/daughter’s school remains open, will transportation be provided?
The decision to close school is made for the safety of all students who live within the boundary of the Pinelands Regional School District. Once the decision is made to close school, transportation will be cancelled for students attending school at Pinelands and for students transported by Pinelands to any private, non-public, or vocational school outside of Pinelands.
Why was I stopped by the bus driver when I attempted to go onto the bus to simply hand something to my son/daughter?
Pursuant to New Jersey State Law, only the following people may be authorized to be on the vehicle: Enrolled eligible pupils; School personnel; Transportation aides; Public safety officials.
Parents, guardians, relatives, friends of pupils, and the general public are prohibited from entering the vehicle. The safety of the pupils on the bus is the district’s paramount concern.
Who should I contact to report problems my son/daughter is having with another student at the bus stop and/or on the bus?
Please contact the principal or HIB counselor at your student’s school of attendance to report problems such as bullying so they may be properly addressed. For parents of students transported out of district, please contact your student’s case manager directly with any transportation concerns.
Who should I contact to report school transportation safety issues?
Please submit the School Bus Safety Form to report any of the following school bus safety concerns:
•Bus drivers engaging in dangerous activity (tailgating, ignoring traffic signs or signals, texting while driving, and so on);
•Dangerous conditions at bus stops;
•Buses exhibiting maintenance problems;
•Anything else you see that causes you to worry about the safety of students.
* STUDENT DISCIPLINE ISSUES SUCH AS HARASSMENT OR BULLYING SHOULD BE REPORTED DIRECTLY TO THE PRINCIPAL OF THE STUDENT’S SCHOOL OF ATTENDANCE.
What is the policy regarding student cell phones on school buses?
Cell phones are permitted for use on the school bus only in the case of emergency. When not in use, the cell phone should be tucked safely away to ensure it is not accidentally left behind after the student leaves the bus. Use of personal electronic devices (i.e., cell phones, walkmans, electronic games, laptops, etc.) on school buses shall not interfere with the safe operation of the bus, or the safety of students or the driver. Students will respect the privacy of others and will not post or upload pictures or recordings taken of others to the internet nor e-mail recordings to others without the express advance permission of the persons in the photograph or recording.
What is the policy regarding radios on school buses?
Students may not play any sound producing equipment such as radios, CD or tape players on the bus, to ensure the bus driver is not distracted by the noise while driving. IPods or similar personal music devices with headphones are acceptable. Use of personal electronic devices (i.e., cell phones, walkmans, electronic games, laptops, etc.) on school buses shall not interfere with the safe operation of the bus, or the safety of students or the driver.
How do I report a lost cell phone / backpack / iPod, etc that I believe was left on the bus?
Please contact transportation and provide the following information: your name and contact telephone number, description of item left on bus, student name, student's bus route, date and time of day (inbound or outbound) that item was left behind, and approximately where on the bus the student was sitting (two-seater, three-seater, front, back or middle of bus, seat # if available). Every effort will be made to locate the item. If the item is located, it will be returned to the student on the next school day. Pinelands is not responsible for any items left on the bus.

Waiting for the bus: SAFETY FIRST!
-
Stay a safe distance from the roadway.
-
No pushing, fighting, wrestling or horseplay at bus stops.
-
When the bus arrives, wait at the sidewalk, curb or safe area for it to come to a complete stop before proceeding.
Drivers must obey traffic laws pertaining to school buses:
-
When overhead yellow or overhead red lights are flashing on a moving bus, prepare to stop.
-
When overhead red lights are flashing on a stopped bus, vehicles must stop no closer than 20 feet away from the bus.
-
When only hazard lights are flashing on a bus, you may proceed with caution.
SCHOOL BUS REGULATIONS are to be obeyed at all times.
Be careful approaching the school bus stop from home. When it is necessary to cross the street to board the school bus, allow 15 feet from the front of the school bus when crossing the street. Wait on your side of the street for the driver to stop the bus, put on the red lights, and signal you to cross the street. Look at the driver’s face. If you can see him, he can see you.
Upon boarding the bus go to your assigned seat, buckle your seat belt, and remain there until the bus reaches school. The school bus is equipped with seat belts, you must wear them. IT IS THE LAW!
If it is necessary to cross the street returning home, go at least 15 feet from the front of the bus and wait for the bus driver to signal you to cross the street when it’s safe. Be cautious on stormy days when driver visibility is poor. Walk quickly, you may be holding up traffic.
Students with Special Needs
In District
For the 2018/2019 school year, Pinelands will provide three small bus routes to transport students to the High School and the Junior High School. Both bus routes are under contract with Durham School Services.
Students with Special Needs Bus Procedures
BUS AIDES
-
A school bus aide is provided for each of the small bus routes that transport special needs students to Pinelands.
-
-
The bus aide must assist students as they get on and off the bus.
-
-
The aide must always be near the bus to assist the driver with the students on the bus.
-
-
The bus aide may NOT perform the following:
-
-
Bus aides cannot pick up your child and carry your child onto the bus.
-
Aides cannot go into your house.
-
Aides cannot go to the door of your house.
-
Aides cannot administer medicine to a student, whether prescribed or over-the-counter.
MORNING PICK-UP
Pinelands provides curb-to-curb services for special needs students who have an IEP which requires that a student ride a small bus.
Please be sure your student is ready ten minutes prior to pick-up, either at curbside, or in colder weather, standing at the front door of the house ready to go directly to the bus upon its arrival.
-
To ensure the route remains on schedule, and to prevent traffic tie-ups, the bus will wait no more than one minute for your student to board the bus upon arrival in the morning.
-
The bus driver is not permitted to beep the horn to alert arrival, as it would disturb your neighbors, and potentially break local noise ordinances.
-
Neither the bus driver nor the bus aide is permitted to go up to knock on the door should the student not come out.
END OF DAY DROP OFF
A parent or responsible adult must be at home to receive students with profound disabilities.
The driver must be able to see the parent before the child is dropped off, with the bus driver watching until the student is safely inside the home. The only exception is if the parent comes to the door of the bus and assumes responsibility for the safety of the student as he/she leaves the bus.
Failure to meet a child at home may result in the Pinelands School District contacting the police and/or DCPP and to press charges against the parent for child neglect.
Any student assigned to a small bus special needs route will by default fall under this school policy. For parents who believe their student is capable of being left at home without a
parent present, written notification must be provided by the custodial parent in advance to
the Office of Special Education and/or noted in the student IEP. In this scenario, the bus
driver is responsible for watching to ensure the student enters the house.
Out of District
Pinelands provides transportation for students to out of district schools through any of the following avenues:
Transportation jointures with other school districts:
-
Stafford Township School District
-
Coordinated transportation through Monmouth Ocean Educational Services Commission (MOESC)
Specialized transportation services according to the student's IEP. Possible services include a small bus, a general bus aide, a 1:1 bus aide, wheelchair accessibility and/or climate control (air-conditioning).
Please do not discuss transportation concerns with the bus driver or aide. Parents of students transported out of district should direct their transportation concerns to the student's case manager.

Home emergencies such as fire or other house destruction.
-
Student long-term (at least four weeks) temporary change of address.
-
Student change of address for full year (baby-sitter or non-residential parent).
Sample scenarios where an alternate address will NOT be approved include:
-
Multiple stops on different days for Joint Custody agreements. The student will be assigned one bus route and bus stop only, according to instructions provided by the primary residential parent, as identified by Student Services.
-
Parent vacation or business travel. The parent is entirely responsible for providing alternate transportation in this scenario.
-
Student employment after school.
-
Student discipline/behavior issues.

SEAT BELTS:
New Jersey is one of only six states that has a seat belt law.
It is the STUDENT’s responsibility to wear the seat belt, not the driver’s responsibility to make the student wear a seat belt.
PARENTS: please remind your students to wear their seat belts on the school bus!
Pinelands requires all contracted school bus vendors to provide a safety education program to bus drivers and aides, including substitutes.
Pinelands Transportation Office continually researches developing technology which could improve the safety and security of all transported students, and is an active participant in the Pinelands Safety & Security Committee.
Pinelands students play a critical role in making the ride to and from school safe for all students. The students have a responsibility to contribute to the safety of the ride, including at the bus stop and while riding the bus.
Parents also play a critical role in student bus safety. Parents should stress the importance of observing school bus behavior andschool bus danger zones, not only for your student's safety, but to protect the lives of all students riding the school bus. Consider that the bus driver is a member of the school system and is entitled to the respect and courtesy due to all school personnel.
Please take the time to review this information with your son or daughter to be sure he or she understands the importance of their role in helping to maintain safety.
NEW JERSEY MOTORIST LAWS:
